The Motability scheme is designed to allow those with disabilities that severely affect their mobility to lease a brand new car for periods of up to three years.  The cars can be modified to suit the needs of the customer, and there are several Wheelchair Accessible Vehicles available under the scheme.
To qualify for the Motability Car Scheme, you must:

• Be over the age of three
• Be in receipt of a qualifying benefits
• Have at least a year or more remaining on the award of the applicable benefit.

The Motability Car Scheme is not means tested - if you get an appropriate benefit, then you can swap that benefit in whole or in part for a car.  Under the scheme, you lease a car using all or part of your mobility payment.  If the car you choose costs less to lease than your mobility payment provides, you will receive the remainder of your payment each week, and can spend that money as you wish.

The scheme covers the lease of the car itself, as well as insurance, tax, breakdown cover, and maintenance.  You are still responsible for fuel, parking costs, and other day-to-day costs, but the majority of the cost and paperwork relating to running a car is taken care of for you under the scheme.

If you are too young, or otherwise unable to drive, then you can still benefit from the scheme.  You can name up to two designated drivers that will use the car on your behalf.  For insurance purposes, only those that you have already named can make use of the car, however you do not need to be a passenger in the car at all times, so your designated drivers can use the car for all reasonable purposes - for example shopping or picking up items for you.
